Kevin Murphy brings more than 30 years of experience spanning government affairs, public policy, advocacy, and energy transition strategy. He brings a dual perspective, drawn from both government service and industry, regarding how policy frameworks and corporate strategy must work together to drive credible, durable, large-scale decarbonization.

During his tenure at ExxonMobil, he held several senior leadership roles across public policy, government affairs, and corporate sustainability. Kevin served as Director of Policy and Advocacy for Energy Transition, helping lead the company's advocacy efforts on low carbon solutions and energy transition policy. Prior to that, he served as President of the ExxonMobil Foundation for six years, overseeing the company's global philanthropic investment strategy and programs. His previous roles included Global Public Policy Issues and Advocacy Manager, Public and Government Affairs Manager for Natural Gas and Power Marketing, and U.S. State Government Relations Manager — giving him a comprehensive view of how energy and decarbonization policy is developed and implemented across governments.

Kevin also spent a decade in Washington, D.C. holding a range of positions, including Deputy Assistant Secretary for Energy and Environmental Technologies at the International Trade Administration. He also served as Senior Policy Advisor to the U.S. Secretary of Commerce and held staff roles in Congress and a presidential campaign and transition team, providing him valuable experience in legislative and executive policies and processes.

Kevin was a Marshall Memorial Fellow with the German Marshall Fund in 2008 and served on the board of directors and executive committee of the World Affairs Council of Dallas-Fort Worth from 2008 to 2011 and again from 2016 to 2021. He currently serves on the board of directors of the National Forest Foundation.

He holds B.A. and J.D. degrees from Indiana University, and is based in Houston, Texas. He is driven by the conviction that effective climate policy begins with clear grounding in science, innovation, credible data, and the kind of rigorous frameworks that enable global commercial markets and governments to reward lower-carbon products.

Kevin joined Carbon Measures in April 2026, on secondment from ExxonMobil.
