Juan Jiménez Zaballos (JJ) brings more than two decades of experience at the intersection of financial services, digital regulation, and institutional transformation, as well as a deep fluency in the regulatory and policy environments that will shape how carbon accounting frameworks take hold across European and UK markets.

JJ has led policy and global markets at Banco Santander for over 16 years, serving as Global Head of Digital Banking Public Policy during his last tenure. In this role, JJ lead a team of policy executives responsible for negotiating and influencing digital regulation and governance across global markets, positioning the bank at the forefront of regulatory engagement in the European Union and beyond. Complementing this role, JJ served as CEO of Alastria, the Spanish consortium for advancing blockchain and distributed ledger technology at the national level, from 2021 to 2023.

Earlier in his career, JJ served as Head of Financial Industry Transformation within the group's digital platforms team, where he built the open banking platform for B2B businesses globally. He also led CIB Corporate Innovation globally, establishing the group's open innovation framework and blockchain lab. Prior roles included Chief of Staff to the Head of Global Banking and Markets, Institutional Client Banker for UK and Switzerland, and Head of Strategy and Business Development for European Equities – giving him a career-long perspective on how large financial institutions navigate structural transformation.

Before joining Grupo Santander, JJ held senior roles at ABANCA, BBVA, and Arthur Andersen, where he developed a strong foundation in risk management, treasury, capital markets, and financial consulting across Iberian and Latin American markets. He is currently Faculty Professor at IE Law School, Universidad Pontificia Comillas ICADE, and CEU IAM, and has been a contributor to the World Economic Forum on payments, blockchain, and digital transformation.

JJ holds a Business Administration Honours degree from UAM, a Master in Finance, Treasury, Risk and Capital Markets from IEB Madrid, and a PDD in Leadership and Innovation from IE Madrid. He is driven by the conviction that the same regulatory discipline and coalition-building expertise that has shaped digital financial infrastructure in Europe is precisely what is needed to establish credible, verifiable carbon accounting standards at global scale.

He joined the Carbon Measures team in April 2026 on secondment from Banco Santander.
