David Gillers
SVP, Global and US Head of Public Policy
David Gillers joined Carbon Measures in January 2026 after more than 19 years working at the intersection of financial and energy market innovation, climate risk, law, and public policy. He brings deep expertise in developing and implementing regulatory frameworks that align financial market structure, climate action, and market integrity. At Carbon Measures, David leads global and U.S. public policy, ensuring the organization’s work is informed by real-world regulatory, legislative, and market considerations.
David served as Chief of Staff and Chief Operating Officer of the Commodity Futures Trading Commission (CFTC) during the chairmanship of Rostin Behnam. He also directed the CFTC’s Climate Risk Unit in which capacity he led the development of the first federal financial regulatory guidance on voluntary carbon markets. He served as the CFTC's federal officer for the Climate-Related Market Risk Subcommittee, overseeing the development and publication of the landmark report Managing Climate Risk in the U.S. Financial System which helped establish foundational approaches for how U.S. financial regulators approach climate-related financial market risk.
David's career has been defined by shaping policy frameworks that create clear standards across complex financial and regulatory systems. Earlier, he spent a decade as a senior congressional staffer focused on financial services and energy policy, including as Senior Counsel to the Senate Committee on Energy and Natural Resources. In this role, he oversaw international energy cooperation agreements and government-backed financing programs spanning the Department of the Treasury, the Small Business Administration, and the Department of Energy. Prior to his public service, David practiced as a corporate attorney.
Across these roles, David played an instrumental role in advancing major legislative efforts, including the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, the Small Business Jobs Act of 2010, and the Fixing America's Surface Transportation Act of 2015. Those experiences reinforced a principle that now anchors his work at Carbon Measures: efficient markets and effective policy depend on clear measurement standards and robust compliance frameworks.
David holds a bachelor's degree from Columbia University and a J.D. from Boston College Law School. He is driven by the conviction that well-designed policy frameworks – grounded in global collaboration and aligned with market incentives – can unlock the innovation and regulatory clarity needed to achieve real climate progress at the speed and scale the world requires.
