Carbon Measures Bolsters Leadership Team with Breadth of Technical, Policy, and Communications Expertise
Carbon Measures today announced the addition of several senior leaders as the organization continues to build the technical, policy, and communications capacity needed to advance its goals of a global, ledger-based carbon accounting framework and the policies needed to enable markets to recognize and reward lower-carbon products.

New Leadership Appointments

David Gillers, Senior Vice President, Global and U.S. Head of Public Policy, brings deep expertise at the intersection of financial and energy market innovation, law, and public policy. He previously served as Chief of Staff and Chief Operating Officer of the Commodity Futures Trading Commission (CFTC) during the chairmanship of Rostin Behnam. David directed the CFTC’s voluntary carbon markets work and over saw the development and publication of the landmark report Managing Climate Risk in the U.S. Financial System. Earlier in his career, David spent a decade as a senior congressional staffer focused on financial services and energy policy, including as Senior Counsel to the Senate Committee on Energy and Natural Resources. At Carbon Measures, David leads global and U.S. public policy, ensuring the organization’s work is informed by regulatory, legislative, and market considerations.

Connor Raso, Senior Vice President, Global Head of Accounting Standards Development and Co-Director of the Technical Expert Panel, brings more than 15 years of experience shaping regulatory frameworks and standards across auditing, corporate governance, and financial regulation. He most recently served as Acting General Counsel of the Public Company Accounting Oversight Board and previously held senior roles at the U.S. Securities and Exchange Commission and the Consumer Financial Protection Bureau. At Carbon Measures, Connor leads the development of a ledger-based carbon accounting framework grounded in the principles that underpin financial accounting and regulatory integrity.

Carmen San Segundo, Senior Vice President, Global Head of Communications and Chief of Staff, has joined Carbon Measures as a seasoned global communications leader with deep experience translating complex technology and sustainability work into clear, credible narratives. Most recently, she served as Global Corporate Communications and Marketing Director for ESG, Sustainability, and CSR at IBM, where she built the company’s sustainability communications practice and led the communication strategy around major global convenings, including COP26-COP29, the UN General Assembly, and New York Climate Week. At Carbon Measures, Carmen oversees global communications and serves as Chief of Staff to the CEO, supporting organizational growth, strategic execution, and external engagement.
