Carbon Measures Bolsters Leadership Team with Breadth of Technical, Policy, and Communications Expertise
Carbon Measures today announced the addition of several senior leaders as the organization continues to build the technical, policy, and communications capacity needed to advance its goals of a global, ledger-based carbon accounting framework and the policies needed to enable markets to recognize and reward lower-carbon products.
“The caliber of these additions reflects the growing momentum behind our vision and the pace at which we’re moving to bring it to life,” said Amy Brachio, CEO of Carbon Measures.” “Building systems that can function in the real economy requires more than ambition – it requires deep technical expertise, regulatory fluency, and the ability to communicate complex ideas clearly and credibly. This team brings exactly that combination.”
New Leadership Appointments

David Gillers, Senior Vice President, Global and U.S. Head of Public Policy, brings deep expertise at the intersection of financial regulation, climate risk, and public policy. He previously served as Chief of Staff and Chief Operating Officer at the U.S. Commodity Futures Trading Commission under Chairman Rostin Behnam, where he also directed the agency’s Climate Risk Unit and oversaw the development of Managing Climate Risk in the U.S. Financial System. Earlier in his career, David spent a decade as a senior congressional staffer on financial services and energy policy, including as Senior Counsel to the Senate Committee on Energy and Natural Resources. At Carbon Measures, David helps shape policy engagement and ensures the organization’s work is informed by real-world regulatory and market considerations.
"Though markets are generally highly efficient at allocating capital, the demand for industrial products with lower carbon emissions just isn’t there yet. Carbon intensity standards backed by reliable data give global governments the tools necessary to align incentives, unlock demand, and encourage competition."
- David Gillers

Connor Raso, Senior Vice President, Global Head of Accounting Standards Development and Co-Director of the Technical Expert Panel, brings more than 15 years of experience shaping regulatory frameworks and standards across auditing, corporate governance, and financial regulation. He most recently served as Acting General Counsel of the Public Company Accounting Oversight Board and previously held senior roles at the U.S. Securities and Exchange Commission and the Consumer Financial Protection Bureau. At Carbon Measures, Connor leads the development of a ledger-based carbon accounting framework grounded in the principles that underpin financial accounting and regulatory integrity.
"Credible accounting requires consistency throughout the value chain. When emissions data moves with products, you create accountability at the source and transparency at the point of decision."
- Connor Raso
